Acting Chief Registrar Leads Q3 Meeting on State-Funded Legal Representation

 

The Acting Chief Registrar of the Judiciary, Pamella Lamunu Ocaya, on Tuesday chaired the first Quarter Three meeting of the State-Funded Legal Representation Implementation Committee for the 2025/2026 Financial Year.

The session took place in Boardroom 4 at the Supreme Court of Uganda in Kampala.

In her opening remarks, Lamunu lauded committee members for their dedication to enhancing access to justice nationwide.

She highlighted the role of the Judicature (Legal Representation at the Expense of the State) Rules, 2022, in guaranteeing the constitutional right to a fair hearing for indigent and vulnerable persons.

Describing the Rules as a “cornerstone reform” for Uganda’s justice sector, the Acting Chief Registrar stressed that their proper implementation is crucial for public confidence and ensuring that no eligible Ugandan is denied legal representation due to financial limitations.

“As we begin a new quarter, it is vital that we remain focused, proactive, and collaborative. Timely and efficient implementation of the State-Funded Legal Representation framework is essential for delivering meaningful justice to those who qualify for representation at the expense of the State,” HW Lamunu said.

The meeting also considered the Draft Roll of State-Funded Advocates, a key initiative aimed at improving the program’s operational capacity.

The Roll is expected to streamline the selection and assignment of qualified advocates to eligible beneficiaries across the country, promoting efficiency, accountability, and transparency in legal service delivery.
